Existing programs are often either crisis shelters or large supportive housing developments built through expensive capital campaigns. Neither model fully serves the large population of independent-capable veterans who are cost-burdened but not in crisis. The Home Alast host-network model fills this gap without new construction, scaling through community homeowner participation instead.
